                              Selectmen's Meeting
                         August 14, 1995 Minutes

Present: Judith Murdoch, James Haggerty, Chair; Peter Jones and Catherine Kuchinski, Clerk with Joseph Nugent, Executive Secretary to the Board of Selectmen.  Selectman Charles Flynn arrived at 8:15pm.

I. Meeting Opened: Haggerty opened the meeting at 7:40pm and requested a motion to go into Executive Session with labor counsel and Fire Department regarding grievance.  Motion 8/14/95.1: move to enter Executive Session with Attorneys Wilson and Lenow; Fire Union representatives and Fire Chief Peter Huska under Exemption #3 for Collective Bargaining.  Motion made by
Murdoch with second by Flynn.  ROLL CALL VOTE: Murdoch: Aye; Haggerty: Aye; Kuchinski: Aye; and Jones: Aye.  Motion carried 4-0.  Any votes taken during the Session which could be released would be done so upon re-entering Open Session.

Board of Selectmen entered Executive Session at 7:43pm.  Exited at 8:32pm and began open Session at 8:36pm.

II. Fire Dept Union Grievance: on behalf of the Board of Selectmen, Haggerty informed the public that during the Executive Session, the Selectmen has unanimously voted to deny the grievance presented by the Fire Department union.  The Union attorney has indicated that the matter will go to arbitration.

III. Finance Planning Session: Town Accountant Barbara Gomez handed out updated computer print-outs for forecasting.  These figures include Free Cash certification at $99,000.  Gomez and Nugent stated that if no use of the Free Cash amount was made at the October Town Meeting, the FY97 budget deficit would be projected at $5,000.  The good news was that the $37,000 collected from Todesca were included in the certification and did not act as a deficit to the Town.  Finance Committee Chair Bob Sutter noted that FY97 is level-funded on these sheets in salary and regular items.  They have put into budget planning sheets a new column for new services recommended by the various departments.  Note was made of the scheduling for school budget (January 15th - budget to the Town with February 15th as certification date).  Dialogue should continue between Boards of Selectmen, Finance and Schools.

Finance Committee will forward a schedule of dates for hearings on various budgets.  Joint meetings are always possible for the two boards in order to look at the whole financial picture.

IV. September Meetings:  Motion 8/14/95.2: move to hold regular meetings on September 5 and 19 with a planning session (growth and finances) on September 26, 1995.  Motion made by Murdoch with second by Flynn.  Motion carried 5-0.

V. Adjournment: Motion 8/14/95.3: move to adjourn.  Motion made by Jones with second by Murdoch.  Motion carried 5-0.  Adjourned at 9:45pm.
